Platform enhancements across server-core and dashboard:
- RBAC: Admin + Viewer roles on User model, RequireRole middleware
- All isAdmin() calls replaced with role-based access checks
- Device health API endpoint and dashboard page
- Swaggo annotations for auto-generated API docs
- Fixed Forwards.vue TypeScript type mismatch
