fix(server-core): revert wg syncconf to wgctrl for AllowedIPs fix

Reverted SyncPeers from wg syncconf to wgctrl.ConfigureDevice with
ReplacePeers:true. The wg syncconf approach broke AllowedIPs for
multiple peers on this kernel. Reverted Up() to create-if-not-exists.
